I tried the test you describe and saw no problem.
Please give us more information...
Which version of Windows (and service packs) are you using?
Which versions of the Ride7 and RKit-ARM are you using?
Do you connect the RLink through a USB hub or directly on the PC?
How many other USB devices are connected on this PC?

Windows XP Professional Version 2002 Service Pack 3
The RLink is directly connected.
Ride version 7.16
Rkit-ARM 1.16.0930
4 other things connected via USB.
Mouse, USB-DAQ, Keyboard and the unit I am programming - I need to communicate with it after programming.

Can you try with latest RIde7 and RKit-ARM from
http://www.mcu-raisonance.com/mcu_downloads.html
If this does not solve your issue and we have to give you a fix
it will be done assuming you are working with that version.
Can you also test the same hardware (RLink + Target board) on another PC
just for testing.

Please also try if disconnecting the STR9's USB and the USB-DAQ makes a difference.
(just for understanding the problem)

Upgrading to the newest version of the software seems to have solved the issue.
