Whenever I try to connect(programm,erase,etc.) to a target device with Rlink from Ride7 using SWD protocol I get the following message:

Cortex Driver error
---------------------------
Unable to read device IdCode: SWDIO is always low. Please check target power.

The problem occured after multiple succesfully programming sequences. I tested with a second Rlink device and encountered no problem in connecting to the same board.

Is there any fix to this problem?
I would appreciate very much any insights on this.
